What Flock does that the filing does not
The filings are public. The work is in reading them the same way every quarter and being able to prove it.
Step 1: Parsed, not reposted
A 13F-HR arrives as an XML information table keyed by CUSIP. Flock turns it into filer, security, share count and reported value, mapped to an issuer and comparable with the previous quarter.

Step 2: Two filings, one defined rule
Flock raises an overlap when a 13F filer reports a larger position inside 120 days and an insider at the same issuer files a Form 4 purchase disclosure inside 45 days. The rule is published, not implied.

Step 3: Auditable back to the filing
Every source figure carries the period it describes and the filing it came from, so it can be checked against EDGAR by hand. Quarter deltas and overlap strength are computed separately under published rules.

A 13F is a quarterly SEC disclosure required of institutional investment managers with at least $100M in US-listed equity assets. It describes a quarter-end that has already passed and may be filed up to 45 days later, so nothing here is a current position and nothing here is advice.
